Sending Patch C hanges via MIDI activates Sustain?

I'm using MIDI control messages in Reaper to control patch changes on my FA when I perform live. Nothing super complicated, just calling up the patch, and sometimes setting the volume level.
But I've noticed that when I send a patch change to the FA, the keyboard responds as if the Sustain Pedal is being held down. If I step on (and then off) my sustain pedal, that fixes it. I've even gone as far as programing a Patch Change, and then two Hold Pedal messages, one at 127, and then a second at 0, to imitate me stepping on the sustain pedal.
But I'm hoping that someone can help me figure out why the sustain is being triggered at all.
If you look at the attached image, you can see an events list of the messages I'm sending over MIDI.
