Copy and delete measures

I am having trouble copying or deleting measures when creating a song. I go into song utility and track copy option to copy measures I created and hit execute nothing gets copied. Same thing for delete. Does it have anything to do with the fact I saved the recorded data as a phrase. But even in phrase edit I still cannot copy. What am I doing wrong.

you have to make sure you've selected the phrase in the song timeline... (where you see the data that you've recorded)

Not quite sure what you are saying. I created several phrases for a song and in phrase Edit one of the phrases copies the measures with data and the other three copy the measures but no data copies with it. Still confused.
