Pitch bender

Is this a bug or can it be edited in some way? As we speak, I have selected patch 441, Touch Drive, and when I move the pitch bender either way BEFORE hitting the key and then hit the key, nothing happens. If I hit the key and hold it down, THEN move the pitch bender, it bends. The same goes for the two following patches, but when I play patch 444, I can get the bend when hitting the key and then releasing the pitch bend.
Irritating when you're having a solo...
